A Henderson County native, Noelle graduated from Hendersonville High School and continued her education at UNC Chapel Hill earning a Bachelor’s Degree in Political Science. For more than 20 years she advocated for affordable housing through various roles at Housing Assistance Corporation eventually serving as the organization’s Executive Director from 2012-2016. Following her tenure in affordable housing, Noelle continued her work with area nonprofits as a consultant offering strategic guidance, grant writing expertise, and content writing services. During her career, Noelle researched and wrote grants for financial support resulting in over $5 million in direct organizational funding. She created and oversaw a single-family housing development program and a development of 78 units of mixed-income multi-family housing. She also initiated an AmeriCorps VISTA program and provided strategic support for the development of COVID-19 response plans.
Her significant experience in the nonprofit sector and passion for improving her community also led to Noelle serving on volunteer boards at Interfaith Assistance Ministry, Safelight, Council on Aging, and Self-Help Credit Union.
